The State Department has published the Visa Bulletin for November 2026, Number 20, Volume XI, for fiscal year 2027. For people born in Australia, the relevant column is “All Chargeability Areas Except Those Listed.”

Chargeability follows country of birth, not citizenship. An Australian citizen who was born in China or India may be charged to that country of birth instead of to Australia. The dates below are the All Chargeability dates. They are the dates for someone born in Australia. They are not a substitute for the China or India charts.

Final action dates

On the Final Action Dates chart for All Chargeability Areas:

  • EB-1 is current.
  • EB-2 is 1 April 2025.
  • EB-3 is 15 June 2024.
  • Other Workers is 1 June 2022.

A final action date is the priority date that must be reached before a visa number is available for approval. “Current” means the category is not cut off by a date on that chart.

The chart USCIS is using in November

For November 2026, USCIS says employment-based adjustment of status filings must use the Dates for Filing chart, not the Final Action Dates chart. The notice is on the USCIS page When to File Your Adjustment of Status Application. How USCIS chooses the chart each month is explained in Adjustment of Status Filing Charts.

On the Dates for Filing chart for All Chargeability Areas:

  • EB-1 is current.
  • EB-2 is 15 March 2026.
  • EB-3 is 1 August 2024.
  • Other Workers is 1 July 2022.

For someone who will file Form I-485 inside the United States in November, the comparison is between their priority date and the Dates for Filing chart, and only if they are otherwise eligible to file. The priority date on an employer-sponsored case is usually the date the PERM application was filed. A visa number for final approval can still depend on the Final Action Dates chart. Filing and approval are different steps.

USCIS can select a different chart in a later month. The next Visa Bulletin, and that month’s USCIS chart notice, are the places to check. This page does not carry those later months.

What the dates do not decide

The E-3 is not a dual-intent classification. A pending or planned PERM application, Form I-140, or Form I-485 sits next to a visa that still requires nonimmigrant intent. Whether to file, and how that filing sits next to travel or an E-3 renewal, is covered in From E-3 to a green card, not in this note. An E-3D spouse included in a later filing is charged under the same country-of-birth rule. Family status itself is covered in E-3D dependents.

Someone who will consular process through the National Visa Center uses the Final Action Dates chart for visa issuance. The Dates for Filing chart is the USCIS instruction for adjustment filings in November. It is not a second final action date.

An E-3 extension or a consular renewal is a separate application from a green card filing. Renewal timing is covered in renewing an E-3. The categories, the intent rules, and the pathways are in the E-3 visa guide.
